Note that Windows tracert by default does an ICMP ECHO traceroute (and really has no other options), whereas UNIX/Linux traceroutes by default use UDP. To get the Windows effect on Linux, you need to run "traceroute -I" as root. So if the router is blocking ICMP at some level, a Linux traceroute may still work.
